Actual Details
The quote is correct, but the inserts aren't. The first one is not in reference to bad genes, but again to the mentally insane, retarded, and so forth. Further was a time prior to birth control in pill form, and the topics she's going through are in reference to population control amongst the poor to help avoid violence, starvation, disease, and war -- this was a time before those terrible vaccines when typhus would kill off thousands of people (in the west) almost at random. Of course I shouldn't say "population control" because then it doesn't mean "unncessary births" but rather "killing 90% of humanity." Furthermore Sanger didn't believe in abortion, so that limited her options anyway.
